Evaluating the Efficiency of Educational Departments at Farhangian University and Ranking Them in the Provinces of Kermanshah, Ilam, and Kurdistan Using Data Envelopment Analysis (DEA)

Abstract

Purpose: This study aimed to assess the relative efficiency of nine educational departments at Farhangian University in the provinces of Kermanshah, Ilam, and Kurdistan, rank them, and propose practical strategies for enhancing efficiency and improving performance during the second semester of the 1403–1404 academic year.

Methods: Relative efficiency was evaluated using data envelopment analysis (DEA) with BCC-O and non-oriented Super-SBM models. Inputs comprised the student-to-faculty contact hours ratio and the student-to-faculty composition and count ratio; outputs included the scientific-research activities-to-faculty ratio and the scientific, cultural, artistic, and athletic honors-to-student ratio. Data were collected from statistical reports of Farhangian University campuses and expert surveys using the Analytic Hierarchy Process (AHP) in Expert Choice software.

Findings: The BCC-O model identified three efficient departments (A, G, H) and six inefficient ones. The non-oriented Super-SBM model classified departments A and H as efficient and the remainder as inefficient. The mean efficiency score was 0.7593, ranging from 0.2413 (department F) to 1.3561 (department A). Sensitivity analysis revealed that the scientific-research activities-to-faculty ratio exerted the greatest influence on departmental efficiency.

Conclusion: The results of this study provide practical recommendations for educational department managers to optimize resources by reducing excess inputs, increasing key outputs, and benchmarking against efficient peers. Implementing this approach serves as an effective tool for enhancing the efficiency of educational departments.
