Background and objectives:The conflict between the Islamic environment and the secular environment can also cause tension and stress in the educational environment. Sometimes there is functional interference between institutions. The institution of politics, or religion , family and mass media each want to teach principles and values. Here the conflict shows itself and usually the stronger entity dominates. Islamic education is not exempt from this trend. The purpose of this article is to analyze and compare the goals of Islamic education in Malaysia, Turkey, Saudi Arabia and Iran, Method: This study was conducted using George Brady's comparative study method. Findings:The results showed that despite the existence of many similarities, the pursuit of such goals in these countries has taken on different aspects.The dual education system is an attempt to satisfy religious families on the margins of the secular social stream.The studied countries have chosen the first way from the educational policy of tolerance and compromise or social reform. Conclusion:The author points out that the ecosystem approach, if realized in the long term, can provide a way out of isolation and marginalization.Today, based on the teachings of educational experts it must be acknowledged that the role and influence of the environment on the education process in schools and universities is more than ever before, and the educational policy cannot ignore the continuity and intertwining of the environment of the educational institution with other neighboring ecosystems.At the end of this article, solutions are provided for administrators and teachers to navigate the duality.
